    More than 20 years have passed since the Mediterranean Dialogue was launched. In more than two decades of existence, it is legitimate to question the achievements of this Dialogue. However, we must rather question the limitations of such an initiative and the reasons for it. The exercise is at first perilous as it is true that the Mediterranean Dialogue is not intended to integrate the seven southern Mediterranean countries that take part. In this case, the comparison with the Partnership for Peace appears to be a challenge. For, although the Partnership for Peace was conceived as part of a new strategic vision for the inclusion of the countries of the former Eastern Europe in the new NATO, the Mediterranean Dialogue is taking a different approach.
