ملامح الهوية الأخلاقية للممارسة الإعلامية وضوابطها القانونية دراسة لأجيال التعددية الإعلامية في الجزائر

ملخص: تهدف هذه الورقة العلمية إلى توصيف المشهد القانوني لهوية الممارسة الإعلامية وأخلاقياتها المهنية في الجزائر، يأتي ذلك من خلال توظيف المقاربتين التاريخية والنسقية برصد الترسانة القانونية المجايلة لنسق التعددية بعد الأحادية وجذورها الفكرية، وذلك تماشيا وطبيعة الانفتاح الإعلامي والحريات التي فرضها منطق العولمة من جهة، وخصوصية البيئة الأخلاقية للجزائر من جهة ثانية، على اعتبار أن لكل جيل أخلاقه ولكل أخلاق قواعدها القانونية التي تضمن حيويتها وبقاءها، درءا لها من الانتهاكات المتجددة والدخيلة على الممارسة الإعلامية وقداستها المهنية وأهمها الاحترافية والمصداقية، وتتجلى طبيعة هذه الدراسة في كونها متجاسرة بين القانون والسياسة والإعلام، وذلك بتوضيح الملامح الأخلاقية بين قانوني الإعلام 1990/ 2012 ومواثيق أخلاقيات المهنة وما لحق بها من تحديثات تشريعية موائمة. علما أن أهم النتائج التي توصلت إليها الدراسة، اهتمت بالديونتولوجيا بوصفها وصفة أخلاقية للعطب الأخلاقي المدنس للمهنة الإعلامية، المنتقلة بين ثلاثية "الأدلجة- الأخلقة – الأتمتة automatization " كفلسفة وأزمنة. Abstract: This scientific paper aims to characterize the legal landscape of media practice identity and its professional ethics in Algeria. This comes through the use of historical and systemic approaches by monitoring the legal arsenal corresponding to the pattern of pluralism after unilateralism and its intellectual roots, respecting Algerian moral specificities and all ethics that guarantee media practice and its professional sanctity, which are professionalism, credibility and informational sovereignty. The nature of this research is evident in the fact that it is inspired by interdisciplinary approaches to describe differences details between the 1990 /2012 Media Laws. the study were concerned also with deontology as an ethical prescription for the desecration of its ethics in the media profession.
Le Déploiement Des Distic (dispositifs Sociotechniques De L’information Et De Communication) Au Sein Des Médias Algériens Et Les Incohérences D’une Adaptation Numérique

Il s’agit d’une contribution qui examinera le processus de la mise en place d’une nouvelle approche et culture technologique au sein de l’environnement médiatique algérien. L’urgence digitale est tellement vitale que la corporation journalistique algérienne s’efforce, et ce depuis 1997, à élaborer et à concevoir une démarche modulable pour capturer et s’approprier des différentes opportunités octroyées par le web. Conjuguer les DISTIC dans l’espace médiatique algérien et s’interroger sur ses performances sera l’objectif principal de cette contribution. L’adaptation aux nouvelles technologies de l’information et de la communication et l’intervention de multiples facteurs et paramètres bouleversent fondamentalement les paradigmes de fonctionnement et d’application de la presse algérienne. De toute évidence, les ambitions innovantes affichées ont conduit à la redéfinition des aspects intervenants dans ce processus. Voila pourquoi, ce changement de cap et l’adhésion des médias algériens à l’ère de la société de l’information est déterminant en vue d’une incontournable rupture socio-numérique-professionnelle.
The Criteria Of Ethics And Deontology During The Coverage Of The Legislative Elections 2020 By The Algerian Tv Channels

This study intended as a research on the aspects of ethics and deontology through which can demonstrate the role of information on the political scene as an essential vector of the Algerian popular movement known as (HIRAK). Which demanded a change radical in several areas including information; or on the contrary increase control over information by implementing criteria for regulating information activity. This led us to deal with this issue on the Algerian political scene; who is experiencing a movement and a situation that seem conjectural in the image of what is happening in the Arab world; Or should it be considered as saving in the process of natural political changes that nations are experiencing today. ملخص تهدفا دراستنا إلى تسليط الضوء حول مسألة المعايير الأخلاقية والمهنية باعتبارها مسألة جدلية يمكن من خلالها تفعيل دور الاعلام في المشهد السياسي الجزائري كأحد مخرجات الحراك الجزائري الذي طالب بتغيير جذري على العديد من الأصعدة ومنها الاعلام، أو على العكس توظيف تلك المعايير لتشديد الخناق أكثر على الاعلام وتكثيف النشاط الرقابي للسلطة بمسمى المعايير والضوابط، وهو ما دفعنا للخوض في هذه الجدلية في المشهد السياسي الجزائري الذي يشهد حركية قد تبدو ظرفية وفق ما تشهده المنطقة العربية ككل، أو يمكن اعتبارها صحية في مسار التحولات السياسية التي تشهدها المجتمعات في سيرورتها الطبيعية Résumé Cette étude se veut une recherche sur les aspects d'éthique et de déontologie à travers laquelle ce démontre le rôle de l'information sur la scène politique Algérienne comme vecteur essentiel du mouvement populaire dit (HIRAK). Ce qui exigeait un changement radical dans plusieurs domaines dont celui de l'information ; afin de renforcer le contrôle de l'information en mettant en place des critères de régulation de l'activité informationnelle. Cela nous a conduit à traiter cette question sur la scène politique algérienne qui connaissait une conjecture à l'image de ce qui se passé dans le monde arabe, ou qui se veut salvatrice dans le processus de changements politiques naturels que connaissent les nations aujourd'hui.
the Use Of Politcal Information In The Media:a Study On Illegal Migration In Magreb

In the 21st century, information has become a sculptor, meticulously crafting narratives and shaping public discourse around sensitive topics like illegal migration. Media outlets, once perceived as neutral platforms, are now wielding this chisel with increasing frequency, their strokes driven by political agendas or opportunistic exploitation of uncertainties. In the Maghreb region, this manipulation paints a stark picture: migrants morph into "enemies at the gate," threatening to invade Western nations. But beneath the surface of sensational headlines and carefully curated narratives lies a more complex reality. This study ventures into the tangled web of internet, media, and the illegal migration crisis in the Maghreb. We dissect the media's influence on public perception, scrutinize how governments leverage social media for intrusive surveillance, and expose the opaque tactics of internet censorship employed by host countries. Yet, our journey doesn't end there. We delve into crucial questions: how does media sculpt the political landscape surrounding migration pressure? Can we predict future migration flows based on the Maghreb context? By seeking answers, we aim to build a model that not only understands the past but anticipates the future. آليات حماية خصوصية البيانات في عصر الميتافيرس المتداول والضروري

يبرز الميتافيرس كمشروع أعلنه Mark Zuckerberg لعالم جديد يتجاوز بكثير العالم الذي نعرفه اليوم، عالم يتيح للأفراد القيام بأي شيء تقريبا يمكن تخيله: العمل، والتعلم، واللعب، والشراء، والإنشاء... بمعزل عن العالم المادي، سينغمس الداخل في ثنايا هذا العالم الجديد تماما في عالم رقمي جديد بدون أي حدود، في الوقت نفسه، سيعرض المستخدمون لهذا العالم الجديد بيانات شخصية أكثر من ذي قبل مما يزيد من صعوبة حمايتها أكثر مما هي عليه الآن، فكل ما يفعله المستخدم في هذا العالم الجديد يمكن استغلاله لصالحه أو ضده، كما ستزداد إمكانية تقديم الاشهار بشكل أكثر استهدافا مما هو عليه اليوم بفضل البيانات الحيوية والسلوكية "المعززة"، لذلك فمن المناسب التفكير من الآن في مواجهة هذا العالم الجديد المعلن عنه أين ستبدو اللوائح القانونية الحالية متجاوزة، ومن ثم التفكير دون تأخير في آليات الحماية المستقبلية لخصوصية بيانات المستخدمين في هذا العالم الجديد من خلال تناول ما هو متداول من لوائح واقتراح ما هو ضروري لتعزيز هذه الحماية. Metaverse, un projet annoncé par Mark Zuckerberg, se présente comme un nouveau monde bien au-delà du monde que nous connaissons aujourd'hui, un monde qui permet aux gens de faire presque tout ce qu'ils peuvent imaginer : travailler, apprendre, jouer, acheter, créer... indépendamment du monde physique. A l'intérieur de ce nouveau monde, le contenu sera complètement immergé dans un nouveau monde numérique sans aucune frontière, en même temps, les usagers exposeront, dans ce nouveau monde, plus de données personnelles qu'auparavant, ce qui rendra encore plus difficile leur protection. Tout ce que fait l'utilisateur dans ce nouveau monde peut être exploité pour ou contre lui, et la possibilité de faire de la publicité augmentera de manière plus ciblée qu'aujourd'hui grâce à des données biométriques et comportementales « enrichies ». Dès lors, il convient de réfléchir dès maintenant face à ce nouveau monde annoncé où les réglementations apparaîtront inadaptées, puis de réfléchir sans tarder aux futurs mécanismes de protection des données des utilisateurs dans ce nouveau monde en abordant ce qui est en cours et en proposant ce qui est nécessaire pour renforcer cette protection et l’adapter aux exigences nouvelles far beyond the world we know today, a world that allows people to do almost anything they can imagine: work, learn, play , buy, create... independently of the physical world. Therefore, it is appropriate to reflect now in the face of this announced new world where the regulations will appear unsuitable, then to reflect without delay on the future mechanisms for protecting user data in this new world by addressing what is in progress and by proposing this necessary to strengthen this protection and adapt it to new requirements.
